Description: William D. Kelley Memorial Address March 15, 1890 FOUNDERS REPUBLICAN PARTY 1854 Kelley gained national attention when he gave a speech against expanding slavery into the territories. He was considered to be a man of strict principles, who advocated for the recruitment of black troops in the Civil War and for extending the franchise to them afterwards. Kelley also introduced a bill which gave voting rights to blacks in Washington, D.C. and supported the impeachment of Andrew Jackson. The William D.
