At the time the Islands were still a possession of the United States. After heroic resistance General MacArthur said "I Shall Return" and left for Australia. Regardless of the Japanese ban, to meet immediate needs, the various Provinces of the Philippines began printing "Emergency Currency". They issued the notes in many different locations, styles, designs and qualities as, and when, the differing circumstances allowed. The notes not only allowed the local governments to pay workers and laborers, but to finance guerrilla operations. "Free Negros" or “Negros Oriental”, a province of the Philippines, printed this "Treasury Emergency Currency Certificate" between January and May 8, 1945 when printing ended. To quote the catalog: "Almost any type of paper available was used for printing. The greater portion of it was derived from commercially manufactured brown paper bags." This note used to be a paper bag. "Standard Catalog of World Paper Money" (Specialized Issues) by Albert Pick. #S683. Face: J2 (at top left & J at right) • 66281 • Signed by the Acting Treasurer Pedro Elizalde, Governor and Chairman Alfredo Montelibano, and the new, for the 1945 issues only, Provincial Auditor, Nicasio Villarin. Black with green seal and serial number. Back: Black on brown paper. The Note: A choice World War II veteran, this one never got used. It has a horizontal, flat crease that was originally in the paper bag before the note was printed. It is fully as crisp as a paper bag gets and has no other folds, tears or holes.
