Since 2012, the San Francisco mint has produced business-strike examples of each quarter design, bearing the "S" mintmark. These coins are not released into circulation, but sold only to the collector market. All business-strike coins (no matter where you buy them) will usually have some contact marks and/or surface spotting. This is because the mint doesn't take special handling precautions with business-strikes like they do with proof coins.
