Scene Description: Secretary of the Navy Frank Knox displays the Legion of Merit award which he had just pinned on the uniform of Commander James S. Russell, USN, at a ceremony in the Secretary's office in the Navy Department, Oct. 20 1943. The award was for exceptionally meritorious conduct as commander of a patrol squadron in action against the Japanese in the Aleutian Island campaign, June 15 to Oct. 14 1942.
